Full Journal pdf2015-04-11 House Journal Page 0857 HB 68 The following, which was advanced to third reading from the April 10, 2015, calendar (page 827), was read the third time: CS FOR HOUSE BILL NO. 68(FIN) "An Act relating to the preparation, electronic distribution, and posting of reports by state agencies." Representative Kreiss-Tomkins moved and asked unanimous consent that CSHB 68(FIN) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. The Speaker stated that, without objection, CSHB 68(FIN) would be returned to second reading for all amendments. Amendment No. 1 was offered by Representatives Kreiss-Tomkins and Colver: Page 4, line 5, following "request": Insert ", but does not include proposed regulations or documents related to the adoption or amendment of regulations" Representative Kreiss-Tomkins moved and asked unanimous consent that Amendment No. 1 be adopted. Objection was heard and withdrawn. There being no further objection, Amendment No. 1 was adopted. Amendment No. 2 was offered by Representatives Kreiss-Tomkins and Drummond: Page 3, line 31: Delete "or" 2015-04-11 House Journal Page 0858 Page 4, line 1, following "contractor": Insert "; or (3) the head of the state agency finds that the contractor will provide photographs or graphics that enhance the public understanding of a report and approves the hiring of a contractor" Representative Kreiss-Tomkins moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Saddler objected. Representative Drummond moved and asked unanimous consent that she be allowed to abstain from voting because of a conflict of interest. Objection was heard, and Representative Drummond was required to vote. The question being: "Shall Amendment No. 2 be adopted?" CSHB 68(FIN) am was automatically in third reading. The question being: "Shall CSHB 68(FIN) am pass the House?"
